Asset Management
What does "95% verified accuracy at L5 commissioning" mean?
L5 is the final commissioning level, where systems are proven under integrated load. Arriving there with better than 95% of the register verified means the maintenance program starts against real data on day one instead of being rebuilt during the first year of operation.

Commissioning runs in levels. L5 is the last one, where systems are proven together under integrated load rather than tested individually on a bench. It is the point at which a building stops being a construction project and starts being a plant.
The figure attached to it here is about the asset register rather than about the equipment. Better than 95% of the assets in that register have been confirmed against the equipment physically installed, asset by asset, in the room.
Verified means walked, not exported
Most registers we inherit are a spreadsheet that was accurate on the day it was exported. Two vendors and one refresh later it lists equipment that has gone and misses equipment that arrived. Nobody decided to let that happen. There was simply no process requiring the register to change when the building did.
So verification is a floor activity. Somebody stands in the room with the tag and the record and confirms they agree. It is the slow part of the work and it is the only step that makes everything after it worth doing.
Why the measurement is taken at L5 specifically
Before integrated load testing, the building is still changing. Equipment gets swapped, a panel moves, a spare is substituted. A register verified in month four is a register that will be wrong by turnover.
L5 is the last moment where what is installed is what will be operated, and it is early enough that the findings can still be closed by the parties who own them rather than carried into operations as somebody else's problem.
What the number buys on day one
Maintenance intervals come off criticality and condition, and both of those are fields on an asset record. A register that is 60% true produces a maintenance program that is 60% aimed at the right equipment, and there is no way to tell which 60%.
With the register verified, the preventive schedule, the spares strategy and the capital forecast all start against real data. The first twelve months go on running the building instead of rebuilding its data from memory while it is already open.
Why it is not 100%
Because the honest number is measured rather than promised. A register is checked against a building that is still being handed over, and the last few percent are usually items in dispute, in transit, or genuinely undecided at the gate. Publishing 100% would mean either a smaller definition of the register or a looser definition of verified.
What sits behind the number
It is taken on the floor, asset by asset, rather than set as a target in a document. That is the whole difference between a verified register and a claimed one.
- Confirmed asset by assetEvery tag checked in the room it sits in, against the record, by somebody who will have to live with the answer.
- Taken at the last stable momentL5 is the point where what is installed is what will be operated, and early enough that findings still belong to the build.
- It feeds the schedule directlyCriticality and condition live on the asset record, so the maintenance program is only as aimed as the register is true.

Ask it about your own building.
A general answer is a starting point. If the question is about the site you run, it needs the site in front of it, and you will get a person who runs facilities rather than a form.
